In article the migration attractiveness of regions is considered as a factor of modeling of regional state youth policy. Authors specify a categorial conceptual framework of essence of migration processes in the context of regional state youth policy, concretize the concepts «state youth policy», «migration policy», «migration», «youth migration», «migration processes among young people» and define the maintenance of the concept «loyalty» of rather regional policy of Perm Krai.
