The migration policy in France: history and modernity

The author raises the question of the origins of the colonial guilt complex, and of the migration consequences of the colonial past of France. The author examines the history of immigration flows in the country, their qualitative and quantitative components, and also analyzes methods of regulating migration by authorities. At the same time the author notes the influence of historical guilt of the French on their attitude toward legal and illegal migrants. Importance of the problem is determined by the globalization and by the global increase of the migration flows all over the world. Due to the unification of Europe the immigration problem now is particularly urgent for Europe as well as for Russia.
