Article devoted to the work of Cumberland and Northumberland justices of peace in 1525-1528. The author examines the impact of the Council of the Duke of Richmond on the composition and activities of the local government system. Research shows that the Council of the Duke of Richmond was unable during its existence to fix problems in the system of local government. According to the author, the difficulties in the organization of activities of the staff of the local administration is rooted not only in the local context, but also in the policy of the Crown.
