World and Russian experience in balanced budget based on budget rules (by the example of Germany)

This article is devoted to the consideration of world and Russian practice in matters of ensuring the balance of budgets based on budget rules. It analyzes the main similarities and differences between the fiscal rules used in Russia and Germany to ensure a balanced budget. The main negative aspects of the budget policy and budget rules applied in our country are also identified.
