Model of changes in the scientific and educational environment of the Republic of Bashkortostan

The breakthrough development of the region’s economy is impossible without a qualitative change in science and the higher education system, since they are the main driver of economic growth in the country in the modern world. At a time when a modern educational model of higher education has been formed in 20 out of 85 subjects of the Russian Federation over the past ten years, supported by federal and national research universities, there are very serious gaps in the struggle for young talents in the regions, and as a result, there is an outflow of young people. Currently, there are various tools for the development of the scientific and educational environment of the region, and the government of the Russian Federation is aimed at the development of regional educational systems, while the presented opportunities to make a “double frog jump” in the development of science and education are available only to those subjects where scientific and educational centers of the world level are established. Each created world-class scientific and educational center has its own management model, taking into account the specifics of the region and the ambition of the goals set in the field of science and education development. The world-class Eurasian Scientific and Educational Center is a new cluster model of scientific, educational, industrial, technological, spatial, innovative and cultural transformation of the Republic of Bashkortostan into a key agent of the country in ensuring the global competitiveness of education, research, business, quality of life and harmonization of economic and humanitarian ties in the Eurasian integration projects, in which the Russian Federation is an active participant. This article is devoted to the potential of the development of the system of science and higher education through the developed author’s model of the Eurasian Scientific and Educational Center of the world level.
