A model of personality traits in the field of management: An expert assessment of the content with the main focus on the effectiveness of job performance

Introduction. The problem of preparing highly qualified, sought-after professionals in the field of state and municipal administration possessing stable personal qualities in higher educational institutions determined the purpose of this study which is to substantiate the Model of personality traits as the basis of the system of preparing future public servants in higher educational institutions. Materials and Methods. The choice of methodological approaches and methods is determined by the meaning of the concepts of ‘personality’ and ‘personality trait’. In order to structure and build the “framework” of the Model of future public servant’s personality traits, the modeling method and system approach were used. In order to fill the Model with meaningful content the authors followed the setting-incremental approach. The methods of expert assessment and focus groups were used for verification, the interview method - for validation of the Model. Results. Personality traits are considered as a unity of cognitive, psychological and social properties of the personality, determining its direction, features of perception of the surrounding world, behavior modes and adjustment ability. The Model of personality traits of future public servants as the basis of their preparation in higher educational institutions has been developed and substantiated. The categories of value orientations, intellectual potential, personality orientations of the future public servant and proactive personality of the future public servant are filled with meaningful content. Conclusions. The Model which was developed, verified, validated and tested by the authors, is being implemented at the Russian Presidential Academy of National Economy and Public Administration as the basis for preparing future public servants in higher educational institutions.
