The article develops economic and mathematical models of competition of high-tech industrial complexes, which take into account almost the entire set of factors and costs that affect the efficiency and demand for innovative products and technologies created at all and especially at the initial stages of the innovation process. At the same time, the profitability of developers and the growth of public welfare are calculated. The use of these models will be useful for knowledge-intensive production complexes when analyzing the effectiveness of their innovations.
