Model of resource and innovative economic growth of regions in terms of scientific and technological development

The article deals with the problem of creation a model of regional economic growth in the context of the transformation of social and economic systems, the revision of resource relations, and the construction of an innovative economy. The foundations of the creation of a new economic model of society built on resource and innovative development and substitution are shown. A change in the systemic development goals from the formation of an increase in the gross domestic product to ensuring the security and sovereignty of states is revealed. It is determined that knowledge and competence are an important component of the resources for the economic development of regions. It is determined that the development of regional fundamental and applied science took place earlier in the framework of reducing the differentiation of scientific development through ensuring the formation of specialized regional centers to reduce the excessive concentration of science in central cities, as well as territorial and sectoral development with specialization in economic sectors. It is shown that the basis of the scientific and technological development of the regions, as the basis for ensuring economic growth, should be based on the following principles: the balance of the components of the effect by development factors; - the formation of a system for researching multilevel interregional intersectoral problems; copying and transferring the results of scientific and technological development, the formation of regional and interregional technological platforms; ensuring a constant balanced growth of fundamental knowledge and practical competencies of economic entities. The main approaches to the formation of a strategy for scientific and technological development of regions are disclosed.
