The article studies the system for managing and developing Russia's industrial sovereignty. Research objective is to develop a scientifically-based model for managing and developing Russia's industrial sovereignty. Research hypothesis: it is assumed that the desired model should reflect the fundamental sources and resources of industrial sovereignty, its goals and objectives, as well as the key management entities. Methods: an expanded model of a compensatory homeostasis. Results: 1) a model for managing and developing Russia's industrial sovereignty has been developed; 2) the main elements, conditions, key actors, goals, objectives, and resources of Russia's industrial sovereignty have been described. Conclusions. The developed model for managing and developing industrial sovereignty: 1) reflects the key elements of the desired system; 2) provides an understanding of the main elements of industrial sovereignty that determine its functioning and development; 3) enables the development of an effective strategy for managing and developing the industrial sovereignty of Russia and its individual regions, thereby enhancing the country's national security. Scope of application of the results: state programs for the development of domestic industry within the paradigm of the country's industrial sovereignty.
