A model of institutional reforms sustainability

Institutions play an increasingly important role in regulating conflicts attributable to market-type economic systems. An analysis of contemporary studies demonstrates active progress towards institutional models that can explain the direction of change, and the reform is associated with a change in the institutional environment through modeling the behavior parameters of various agents. In practice, there are situations when both effective and ineffective norms of behavior turn out to be stable. In some cases, institutions far from being the most demanded by society are viable, and vice versa, extremely demanded ones die. In this regard, the study introduces the author's model of sustainability of institutional reform and identifies possible causes of instability, leading to the “zero survival rate” of institutions or their premature death, lack of conformity with expectations and the inability to solve their tasks. Since institutions represent failures of dynamically changing structures, the process of their transformation was examined through the prism of dynamic stability, manifested in the directions, scales, and methods of movement of resource flows. In addition, given that the nature and intensity of communication processes can be assessed, the composition of institutions and the mechanisms of their interaction, sustainability has been studied through the prism of communication sustainability.
