Models of cluster policy in the field of cultural tourism: conceptual foundations of interagency cooperation

The article identifies and examines the axiological foundations of interagency practices in the administrative and managerial support of cluster policy in the field of cultural tourism in Russia. The methodological interdisciplinarity of cultural knowledge allowed us to link together both the socio-economic guidelines pursued by the authorities (the position of the Ministry of Economic Development of the Russian Federation) and strategic goals that can transform the existing cultural and institutional structure (the position of the Ministry of Culture of the Russian Federation). The research result is the identification of two models of cluster policy: market and institutional. In the market model, the primary motivation for managerial structures is the maximization of profit, which may conflict with the social orientation of the public management system. Conversely, the institutional model aligns with the logic of governance in the public sector, as the strategic direction embedded within it corresponds with the political course aimed at achieving Russia’s national development goals.
