The article is devoted to the importance and relevance of such an important trend in the interaction of machine-building enterprises as the growth of their complexity, which is caused by the growth of cooperative ties not only within the industry, but also in related, intersectoral areas, one of which is the environment of higher education institutions. The purpose of the study is to determine the factors influencing the effectiveness of interaction in the network of “university - enterprises of mechanical engineering” to ensure technological sovereignty. A model has been developed to ensure technological sovereignty in the machine-building industry in the “university-enterprises of mechanical engineering” network, consisting of six main stages, at each of which the enterprise interacts with a higher educational institution for the purpose of creating import-substituting machine-building products. The factors - intellectual, financial, and personnel - influencing the effectiveness of the network interaction of the university - enterprises of mechanical engineering to ensure technological sovereignty, which is defined as the effectiveness of innovative activities, since the production of import-substituting products is mostly new products, are identified. The predominant components of Education 4.0 are intelligent methods of engineering education, where qualified personnel are trained using digital learning tools. In the context of the development of technological sovereignty, universities must apply new teaching methods, innovative didactic and managerial tools, as well as an intelligent and sustainable infrastructure complemented by new ICTs to improve the processes of knowledge generation and information transfer.
