The article presents the results of a brief analysis of the Russian labor market, on the basis of which it was revealed the predominance of vacancies professionals working specialties of qualified personnel managers with higher education. In addition, it was found that the effective development of the Russian labor market holding back a number of serious unresolved problems. One is the presence of the basic structural imbalance of supply and demand among these problems. It is proved, that the determining factor in solving this problem, and the problem of the successful implementation of strategies and programs of import substitution should be the educational services market, which aims to prepare the required number of professionals working specialties of qualified personnel managers. The timely preparation of these specialists will depend on the timing of the strategies and programs of import substitution in the country, as well as their level of success.
