Modeling tools of inter-regional resource sharing

The objective conditions of resources scarcity of peripheral area modernization in the macroregions structure necessitate the search for endogenous sources of relevant projects. The article proves the effectiveness of the mechanisms of target-oriented municipalities’ resources capitalization, proposes the approbated modeling tools to support decisions on resource flows management in the macro-region in order to ensure the implementation of the modernization development strategy. The method to choose the resource provision model is based on the target to increase the balance of a regional economic system. To build the model, with direct management actions and synergy effects of cumulative interaction being taken into account, the authors use the tool of multicomponent management of the region’s economy. The offered approach to define the aggregate value of resource flow considers the significance of single resource components from the point of view of their contribution to the possibility of implementing the innovation project and achieving the regional system’s development goals. The proposed tools’ approbation demonstrates the possibility to use them while developing effective administrative decisions, concerning provision of a peripheral area with recourses, necessary for modernization projects implementation.
