Modern youth policy in Ukraine

The article examines the process of transformation of youth policy in the conditions of democratization of modern Ukrainian society. Also the analysis of youth policy of Ukraine is made.

Youth is a socially differentiated socio-demographic community, which is characterized by specific physiological, socio-psychological, theoretical and cognitive, cultural,educational and other properties that characterize its biosocial maturation as the implementation of self-expression of its internal essential forces and social qualities. Youth is a specific community, as its essential characteristics and features are in a state of formation.

Regarding the phenomenon of "youth" there are many judgments. First of all, the subject of discussion is the problem of age limits.

The boundaries of youth age are determined by the peculiarities of preparation and entry of boys and girls into productive life, which is fixed in the relevant legal acts. They stipulate the right and opportunity of young people to carry out independent professional activities, to create a family, to be responsible for their actions.

The concept of "youth" is largely based on taking into account the peculiarities of human psychological development. According to scientists, about 14 years old people begin to realize their social ties and their place in society. Up to 18 years almost completed the formation of the basic psychophysical characteristics of the person, and up to 24 years end the processes of growth in the human body and formed the social status of the person, which, in particular, in the conditions of Ukraine is associated with obtaining at this time of education, demobilization from the army and the acquisition of professional knowledge.

As a specific socio-demographic group, young people are characterized not only by age boundaries, but also by the place they occupy in the social structure of society, the peculiarities of social formation and development. This, on the one hand, distinguishes young people from other age groups of society, and on the other – gives her the opportunity to objectively occupy a very peculiar place and play a role in all spheres of life.

Thus, in relation to the younger generation, we can talk about both its primary and secondary features. To primary (or basic) belong physiological, psychological, age and social characteristics. As for the secondary (secondary), they follow from the primary and are manifested depending on the type of socially useful activity, place of residence, social status.

Special attention should be paid to the clarification of such an important concept as youth problems. There is an opinion that social problems of youth are not any contradictions of its activity, but only those which deepen and testify to insufficiency of the existing ways of their decision, and, consequently, lead to emergence of disorganizing processes in system "society – youth". Youth problems are divided into two types: with respect to the first, we are talking about the increased demands of society for young people, the second – about the personal aspirations and aspirations of young people and the difficulties of their implementation.

Youth state policy in independent Ukraine was initiated by the Declaration on the General principles of the state youth policy in Ukraine (1992)

and the Law of Ukraine "On the promotion of social formation and development of youth in Ukraine" (1993). Then she deatals in such Laws as "On youth and children's public organizations" (1998), "On education", "On employment of population" (both 1991), "On physical culture and sports" (1994), "On tourism" (1995). Basic rights and duties of youth, and other citizens of Ukraine, enshrined in the Constitution of Ukraine (Art. 53).

In the development of an effective youth policy, an important role is played by clarifying the essence and content of the processes of life selfdetermination of a young person. These processes are divided into social, political, professional and economic self-determination.

In modern conditions, Ukrainian youth is one of the most vulnerable in the economic and disenfranchised in socio-legal social communities. She lives in conditions of increased social tension and psychological discomfort. As a result, drug addiction, substance abuse, alcoholism, prostitution, "hazing" and other negative phenomena are spreading among young people.
