Modernization of the refining sector as a factor in increasing the economic security of Russia

The article shows that the Russian oil refining segment continues to be on the stage of intensive development. It is accompanied by increased recycling and increased investment in the modernization of industries against the backdrop of deteriorating external price cereal situation. The increase in export taxes on dark oil products to the level of oil against a background of low processing depth creates significant risks for further development of the industry. Long investment cycle most modernized refineries do not allows you to quickly improve entry rates for light petroleum products. The adoption of tax solutions industry requires a systematic approach to the establishment of working groups involving representatives of interested federal executive authorities and industry experts. Adoption of unfounded decisions could have a negative impact both on the industry and on the revenues of the federal budget.
