The author analyses the process of modernization of the domestic industry and the dynamics of professional level of workers. He underlines that the considered processes were mutually conditioned: the industrial development required increasing the professional level of the employees, and at the same time the level of professionalism of employees affected the modernization of industrial production. The professional level of the employees from the third technological paradigm inhibited the development of domestic industry. The period of forced industrialization stimulated increasing general and professional level of workers, but the powerful migration of rural residents into urban terrain had a negative effect on that process. The disparity of professional and educational level of workers had inhibitive effect on the introduction of scientific and technical progress in industrial production.
