Modernization of the pension system in the conditions of radical structural labor shifts of the labor market

Market reforms are followed by the radical changes of labor market caused by changes of forms of ownership on means of production when hired forms of labor employment are more and more actively forced out by individual forms, promoting increase in number of the independently employed people (individual entrepreneurs, freelancers and other categories). It steadily leads to growth of pension load of economy as the ratio of number of payers and recipients of pension system as a result of reduction of jobs at large and medium-sized enterprises decreases. This process is in addition aggravated also with the negative tendencies connected with demographic crisis (the reduction of birth rate and aging of the population leading to increase in a share of the disabled population of the country in general). When forming pension policy, in particular, to development of the directions of modernization (reforming) of pension system, the state has to consider all complex of the macroeconomic and demographic factors influencing her state in the long term.
