Modernization of the procedure for filling the post of the governor in Russia: novels and succession

The present article refers to the improvement of the procedure for filling the position of the Governor of a constituent entity of the Russian Federation, which occurred as a result of the adoption of the Federal Law No. 414-FZ of December 21, 2021 “On General Principles of Organization of Public Power in Constituent Entities of the Russian Federation”. The impact of the reform of public power in the subjects of the Russian Federation on direct and indirect gubernatorial elections is assessed, the results of the legislation modification of the Russian Federation subjects on the organization of public power are analyzed, the forecast about further directions of the reform is given. In the author’s opinion, the adoption of the new federal law has insignificantly affected the procedure for filling the position in question, which indicates the stability of the institution under study. Certain novels, objectively dictated by political expediency, legislatively formalize the actually established format of subordination relations between the President of the Russian Federation and the governors of the constituent entities of the Russian Federation.
