Upgrading the university educational system for physical education and sports staff preparation

The paper is proposed to consider the training problem of physical education and sports staff. The authors analyze the current situation at the moment, both in terms of socio - economic conditions in general, and in the field of physical education and sports in particular. Referring to the process of high school preparation of physical education and sports experts, the authors provide a theoretical rationale of its systematic and they put forward systemic approach as the basis of its construction. Based on a systematic approach, the authors analyze the possibility of further development of the university training, in accordance with a trend gaining strength and progress, which are the basis to achieve a new quality of university learning outcomes. This makes proposals to rethink the state policy in the field of physical education, without which the creation of a new system of training, according to the authors, is impossible. Moreover it's necessary to speak about the transformation of high school, which makes their own adjustments in the process of university training in the field of physical education and sports. As a result of theoretical reflection, reasoning and conclusions the authors make suggestions for the modernization of the whole system of high school preparation, which, as they believe, should provide necessary quality determing a specialist of physical education and sports of the new formation. Here are the main characteristics developed by the authors, which are based on the professional competences, established by the State educational standards of a new generation.
