Youth policy in the South Urals in the 1990s as a factor in Russian national security

The relevance of the problem under study is determined by the object of the study, namely the youth policies of the Russian state. In the context of globalization, a very important condition for educating the younger Russian generations in the spirit of a «healthy nation» is to counter those socio-cultural threats and challenges that can undermine Russian national security. Young citizens are the future of the state. In many ways, it is the younger generation who determine the future of the technological, intellectual, political, economic, demographic, and environmental wealth of the country. It is important to draw lessons, both positive and negative, from the experience of the transitional period of the 1990s for the formation of a modern youth policy in Russia. The article studies the main directions of the implementation of youth policies in the 1990s in one of the largest regions of Russia-the South Urals. The system-structural method, the historical-comparative method, and the historical-genetic method were used as research methods. The study analyzes the historical experience of solving the problems of the transitional period of Russia’s development in particular, in the implementation of the main directions of youth policy, providing youth with the opportunity to develop and realize their capabilities and receive assistance from the state. The conclusions and practical recommendations make it possible to use the results to improve Russian youth policies and to prepare general works on the modern history of the South Urals.
