Действия многосторонних институтов по противодействию COVID-19 и его последствиям оцениваются большинством экспертов как запоздалые, недостаточно скоординированные и неэффективные. Всемирная организация здравоохранения (ВОЗ) получила первое уведомление о нескольких случаях пневмонии в китайском городе Ухань 31 декабря 2019 г. 7 января 2020 г. власти КНР подтвердили, что эти случаи связаны со вспышкой новой коронавирусной инфекции. Новому вирусу было присвоено наименование 2019-нКов (COVID-19). 30 января 2020 г. ВОЗ объявила вспышку COVID-19 чрезвычайной ситуацией в области общественного здравоохранения, имеющей международное значение [1]. Стратегический план по обеспечению готовности и реагирования в связи со вспышкой новой коронавирусной инфекции ВОЗ выпустила 3 февраля 2020 г. ВОЗ [2]. К этому времени был подтвержден 17391 случай заражения в 24 странах [3]. К концу февраля количество зараженных выросло до 85 403 в 53 странах [4]; заболевание стремительно распространялось в ЕС, который оказался не готов к коллективному реагированию и противодействию эпидемической вспышке. К моменту объявления COVID-19 пандемией (11 марта 2020 г.) [5] в мире было подтверждено 113 702 случаев заражения и 4 012 смертей, из них 80 924 и 3 140 соответственно в Китае [6]. Действительно ли отсутствие взаимодействия было беспрецедентным [7]? Насколько эффективно и скоординировано действовали ключевые международные организации в условиях роста заболевания? Мог ли коллективный ответ на общие вызовы быть более действенным, если бы система международных организаций не испытывала огромного внутреннего давления в результате незавершенной реформы, роста межгосударственных противоречий, протекционизма и геополитической напряженности? Это важно понять, чтобы сделать выводы о соразмерности действий, представить прогноз о будущем международного сотрудничества и возможностях конкретных многосторонних институтов, а также сформулировать предложения для политики России.
