Monitoring and forecasting as a possible approach to ensuring the safety of the population

The problem of life safety of the population today is very relevant. In this context, it is natural aspiration of man and society to master the situation, establish control, forecasting and prevention of emergency situations to supply the relevant technical and legal barriers against such situations. The optimal security framework assumes the involvement and participation of various spheres of law-making and activities, namely, the system of state regulation, involving the allocation of regulatory powers and are accountable to state authorities and local self-government, the licensing of potentially hazardous activities, the construction and optimization of the system of standards for allowable pollution, create a database of administrative responsibility and penalties on the level of the offense and others. The article presents a conceptual approach to the security of the population of emergency situations.
