Monitoring the development and implementation of strategic planning documents: key aspects

The paper touches upon the key aspects of building a system for monitoring the development and implementation of government strategic planning documents. The notion of a monitoring system as such and its place in the public administration system is revealed. It is shown that monitoring of strategic planning documents has several specific features compared to monitoring the regulatory framework in general. The object of monitoring is the process of development and subsequent implementation of various strategic planning documents. The result of monitoring are proposals for the adjustment of both individual state initiatives, and, if necessary, the entire direction of state policy. It is shown that monitoring should be carried out throughout the entire life cycle of a document, starting from its draft and ending with the reporting period based on the results of its execution. Four key aspects of the construction of such monitoring were identified and considered: strategic, methodological, departmental and scientific-expert. The primary problems standing in the way of creating a monitoring system are considered. It is concluded that in some cases, to eliminate them, it may be necessary to revise the current approaches to strategic goal setting.
