Monitoring of socio-economic development of a territory taking into consideration management results and development risk

We consider a methodical approach to the assessment and monitoring of the level of socio-economic development of poorly stable economic systems. Study of poorly stable economic systems with a complex stratified structure, which has as a consequence of a low safety factor, causes the greatest difficulty in methodological aspects demanding to use an interdisciplinary approach in order to explore the natural, technical, economic, social and political factors in their deep relationship. Volga-Akhtuba floodplain is an example of areas with a high level of stratification and environmental instability. Natural landscape of the floodplain is due to spring floods, pouring a significant part of its low-lying areas.
