Морское судоходство в Арктике: вызовы и возможности повышения безопасности должны найти отражение в транспортной политике государства

Открытие арктических морских путей порождает множество возможностей, связанных с таянием льдов. Международная морская организация ввела Полярный кодекс судоходства и подготовки моряков. Были проанализированы действия регулирующих органов в связи с инцидентами на Северном морском пути и ростом числа жертв на судах в Арктическом регионе, в том числе целесообразность существующих правил. По мнению автора, несовершенство механизма надзора указывает на необходимость для Арктического руководства, особенно российского, изучить достаточность принятых мер, включающих реализацию Полярного кодекса, связанную с ним инфраструктуру для безопасного судоходства в Арктике и текущее состояния поисково-спасательных работ. В работе обсуждаются проблемы внедрения Полярного кодекса и необходимость создания независимых органов морского регулирования и обмена информацией, связанной с анализом инцидентов. Практическая значимость статьи заключается в её использовании политиками и исследователями, занимающимися вопросами транспортной политики и безопасности арктического судоходства, а также для академического использования в университетах.
