The reason for the insufficiently effective state administration, when employees of state bodies cannot effectively solve the accumulated problems, is in the plane of their labor motivation. A comprehensive consideration of this tool of public administration as a set of incentives aimed at the internal needs and values of employees, made it possible to propose to improve the situation in the direction of improving the material and intangible component of incentives for employees.
