The relevance of the study is dictated by the state policy in the field of professional self-determination of young people, confirmed by a number of regulatory legal acts. There is a positive trend in the demand for legal education in the system of secondary vocational education. The article deals with the problem of motivation for college students to choose specialties in the field of law, which is based on a multifaceted combination of external conditions and internal needs of students. The substantive characteristics of the four stages of professional development are given. The basic model of the competence of a lawyer and the reasons for the decrease in professional motivation of employees of internal affairs bodies are analyzed. Conclusions and results of the study: the main factor in the development of the system of motives in the development of a professional lawyer is the development of an ethical complex of personality qualities along with functional competence. The period of study in an educational institution is a key stage for the development of sustainable professional motivation.
