Municipal Socio-Economic Policy: Implementation Features, Limitations (On the Example of the City of Vladivostok)

The article provides a comprehensive analysis of municipal socio-economic policy on the example of Vladivostok. Regulatory and legal frameworks, including federal and regional legislation, are considered in detail, with a focus on their impact on local self-governance. Particular attention is paid to the problem of limited autonomy of munic-ipalities in the conditions of strict budgetary dependence and centralized management. The study reveals the key factors constraining the development of the municipality: funding deficit, sanctions pressure, economic instability. It analyses the indicators of local government efficiency and their insufficient adaptation to regional specifics. A significant part of the work is devoted to the development prospects of Vladivostok in the context of the forthcoming changes in the legis-lation on local self-government. The article contains valuable conclusions about the need for a balance between the implementation of federal programs and consideration of local specifics.
