The article deals with the features and problems of municipal law-making. The authors propose to strengthen the legislative regulation of issues of municipal law-making, to establish uniform requirements for the structure of the Charters of municipalities. Attention is drawn to the weak legal elaboration of the texts of municipal legal acts. In addition, the article analyzes the possibility of heads of municipalities to issue legal acts on their own behalf.
