Municipal services: social and legal origins and legislative regulation in the 1990s - early 2000s

The article discusses the features of the formation of the institution of public services in modern Russia, that is, in the post-Soviet period before the adoption in 2010 of the Federal Law "On the organization of the provision of state and municipal services", in which the legislative regulation of municipal services received its logical completion. It is noted that public, including municipal, services, have their theoretical origins in services of an economic, civil law nature, some of which, at a certain historical stage, acquire increased social significance. In the implementation of municipal services, there is still a problem of their insufficient financing from local budgets.
