The article discusses the features of the system of local government and municipal management. The level of municipal government is considered from the point of view of the institute of public administration, which affects the improvement of the quality of life of the population. The problems of the formation of an innovative society are caused by the financial lack of independence of municipalities, especially small ones in terms of the population of both settlements and municipal districts.
