Municipal district: problems and ways YO improve social and economic development

This paper examines the prerequisites and results of the reform of the new divisionof municipalities, in accordance with the Federal Law No. 131-FL «On the General Principles ofOrganization of Local Self-Government in the Russian Federation». The study examined changesin the structure and functions of local self-government, and considered their impact on the level ofgovernance and the interaction of municipalities with the population and regional authorities. Asa result of the study, the advantages of the new territorial division (municipal district) wereidentified, such as improved local coordination and increased transparency of governance, andkey problems were identified that require further study to improve the efficiency of socio-economicdevelopment. Among them are optimization of resource allocation, advanced training of localpersonnel and infrastructure development.
