In the article the composition of Muslim clergy in the Middle Volga region (their age criterion, education level, etc.) is analyzed, the activity of Islam ministers (organizational structure, religious practice, elements of the cult modernization) is studied, the main trends of Soviet state-religious policy towards Islam in 1940-1980s are shown.
