National balanced scientific and technical development initiative

This article deals with the problem of balanced scientific and technological development. It is shown that the basis of development is scientific and technological progress, which contributes to meeting the needs of the population in material and spiritual benefits and, in turn, initiates new forms and types of their manifestation. It is revealed that as a result of the development process, its negative consequences, both completely "dead-end" branches, and as limitations that hinder progress, can appear. It is shown that the social component of the results of technological development should first determine its directions and priorities. It is revealed that currently there is an important problem of significant lag in some areas from the general level of "modernity", innovation and efficiency. It is determined that an innovative economy is based on the processes of constant innovative resource substitution, the emergence of new resource opportunities for social and economic development. It is shown that the basis of the model of socially ethical and environmentally responsible scientific and technological development (progress) will be the prin-ciple of the supremacy of human values with the maximum use of tools to support labor. An algorithm for selecting strategic projects for the formation of an innovative economy in the region is proposed. It is shown that the proposed model will be useful for determining and clarifying the priorities of scientific and technological development. This model can become a benchmark for the development of firms, determines the competitiveness and attractiveness, including in the investment market, especially state-owned. It is determined that for the practical implementation of the model of socially ethical and environmentally responsible scientific and technological development, a number of regulatory and organizational changes are required.
