At present, Russia is lagging behind many economically developed and developing countries in terms of not only economic growth but also its quality. In the 2000s, the term ‘growth without development’ was established in the Russian Federation, when oil revenues caused by high world oil prices generated the illusion of economic progress. Recent years have been marked by a decline in world prices for hydrocarbon raw materials, the introduction of anti-Russian restrictive measures of economic and political nature, the forced increase in defense spending and support for national producers. However, this situation created an opportunity to revise the development model and based on the national interests establish an enabling environment for the expanded reproduction, the improvement of the domestic market and non-commodity exports. In addition, a traceability regime from the customs border to final consumption on the domestic market will not only make it possible to counter embargo violations more effectively but also reduce the shadow economy as a whole. In order to develop the domestic market, it is necessary to protect the life and health of the population by improving the national legislation in the field of cross-border movement of potentially harmful products, as well as to provide employment by attracting investments and ensuring the involvement of Russian companies in global value chains.
