National policy of Russia in the field of engineering education: concept, essence, content

The authors analyze the essence and content of the policy of engineering education. The article proves that national and state policies are not identical. The authors characterize educational policy as a space of struggle and coordination of the interests of the state and civil society in the face of various institutions, primarily economic structures and the academic community. There are three models of educational policy: paternalistic, liberal and socially oriented ones. The main components of educational policy as an activity are goal setting and strategic planning; development and extrapolation to the education system of axiology and ideology of education; rationing; administration and regulation; control over the development of the educational system.
