The national qualifications system in Russia: changing development goals and impact on the value of intellectual capital

The article presents a new perspective on the role of the national qualifications system in the formation of the value of the country’s intellectual capital. It is noted that the intellectual capital as a factor in the growth of the value of the national economy is formed, including under the influence of the functioning of the national system of qualifications. The author identified the stages of active development of the national system of qualifications in the Russian Federation and the sequence of changes in the objectives of its functioning in the context of these stages. The author’s vision of the development of substantive diversity of the system of qualifications on the basis of generating synergistic and network effects that affect the value of intellectual capital. It is shown that directly by its functioning the system of qualifications affects the process of creating the value of intellectual capital of the country at all levels. It is reasonable in the process of assessing the value of intellectual capital to take into account the effects of the national system of qualifications. The study of the relationship between the creation of intellectual capital at different levels of the economy with the development of the national system of qualifications is crucial in this regard. It is concluded that it is necessary to take into account in the assessment of intellectual capital various aspects of the functioning of the national system of qualifications as a real contribution to the creation of its value.
