National projects of Russia and their financing

The main categories of Russian national projects and their methodological essence which would be implemented in the period of 2019-2024, in 12 strategic areas: demography, health, education, science, culture, housing and urban environment, ecology, safe and high-quality roads, labor productivity and employment support, digital economy, small and medium entrepreneurship and support for individual entrepreneurial initiative, international cooperation and export were studied; the economic structure of national projects in relation to their sources of funding and the amount of budgetary and extra-budgetary funds spent on their implementation were analyzed; ranking of national project according to the scale of monetary financing was held; the question of the feasibility of prioritizing some national projects over others in relation to the amount of funding allocated for their implementation was raised; the assessment of the economic effects and consequences of the strategic development system's implementation through the system of national projects in relation to the economy of the Russian Federation and the budgets of its regions were given; the degree of expediency in relation to the structure of one of the submitted national projects was analyzed; risk assessment of the financial system' organization for financing strategic development projects in the form in which it was presented in the passports of national projects, in particular, with regard to the budgetary and related sources was held; hypothetical problems and shortcomings in the structure of both: in the system of strategic development and in individual national projects, were revealed; advice and recommendations in regard of the elimination of problematic methodological aspects in the structure of national project passports, leading to the appearance of erroneous information in the databases were given.
