The automation way of personnel operational quality management of transport engineering enterprise

The article considers the essence of operational management of personnel quality in the production of technically complex products and forms the requirements for an automated system that will eliminate the dependence «personnel quality problem - product quality reduction» and reduce the cost of returning personnel quality indicators to the established values. This article is a part of a number of publications, in which various aspects of this research are considered step by step. High quality requirements are imposed on transport engineering products. In order to achieve a given level of quality, there is a complex organizational system of its provision, which includes absolutely all elements of production, and additional components of the external environment. The most important and complex element of the production system is personnel. Quality management of this element consists in identifying characteristics that are quality indicators within the scope of the task, determining their importance for the results of the production process, forming requirements for them, developing procedures for controlling the fulfillment of requirements and continuous work on improving all of the above. The process of quality management itself can be divided into several components, the greatest complexity of which will be operational management. To understand the possibilities of operational management in order to ensure psychophysiological readiness to apply professional knowledge, skills and abilities in certain production conditions, a study of the difference, interrelation and interdependence of such concepts as «capacity», «working capacity» and «operational capacity» was conducted. It is revealed that each of them has the criterion «health» at the top of the list. Actions to control the state of personnel health at the input and within the production system in cases of assessing the impact of sudden unscheduled changes in working conditions, as well as the current state, are part of the functions of operational management of personnel quality. In this regard, in order to improve the efficiency of operational management of personnel quality, it is proposed to automate it. The composition of devices required for the functioning of the automated system will depend on the level of its operation. The automated system is planned to operate at several levels: personal, production, social (data are available in regional medical information systems of the Russian Federation). The first and third level should provide access to statistics in tabular and graphical form, and the first and second level should provide the possibility of receiving an alarm in case of critical changes in health quality indicators. Also at the second level, if necessary, it should be possible to obtain current data for some or all indicators (for example, as an alternative to thermometry at the input to the production system). The availability of an automated health monitoring system for the three quality indicators will increase the effectiveness of operational management of personnel quality at transport engineering products.
