Directions of increasing the effectiveness of rent policy in Russia

The article covers the issues of intellectual rent as a unique key strategic resource for solving the tasks of the country's innovative development, its territories and individual enterprises; key problems and conflicts of today's rent policy; general approach to assessing its effectiveness; and features of its development. Special attention is paid to institutional direction, i.e. identifying a mission, goals, tasks, and principles of the rent policy. The issues of primary focus - development of public-private partnership and intensifying collaboration between differently sized subjects of science and business - are identified. Higher risks for small enterprises due to asymmetry of relations between small, medium, and large business are recognized. The need is asserted for developing a current legal regulation that would encourage investments in education, R&D, and hi-tech sector, and providing an effective mechanisms for distribution of intellectual rent as an effective factor that stimulates efficient use of the results of innovative activities of economic clusters. Three correlated aspects of developing a comprehensive rent policy - institutional, tax, reproduction ones - are recognized. The need is recognized for a fair rent distribution, taking into account its role in the development of and support for scientific and scientific and innovation activities, as well as the need for fiscal expansion, along with a wider introduction of governmental grants, public contracts, and subsidies as a key mechanism for state regulating aimed at increasing involvement of scientific staff in real-life R&D.
