Directions of development of local self-government in the conditions of its integration

Since 1991, the Russian Federation has undergone fundamental changes in the socio-economic system aimed at building a democratic state and related to clarifying the role of state institutions, their composition, powers and the territory on which the local community independently resolves local life issues. In the formation of the institution of local self-government, a number of time stages are distinguished, in the delimitation of which there are changes in its legal basis. The relevance of the topic is determined by the fact that the federal law adopted in March 2025 symbolizes a new stage in the integration of local selfgovernment into a single system of public authority. The agenda includes the task of identifying the main trends in its development and integration into a single system of public authority. The purpose of the study is to determine the directions of its further development in the context of the consolidation of municipalities and its integration into a single system of public authority on the basis of a comprehensive analysis of changes in the legal basis of local self-government in the Russian Federation, using the methods of comparative analysis of legal practice, generalization of materials of scientific articles, methods of structural and functional analysis, retrospective methods of comparative analysis of the role of local self-government in a single system of public authority.
