The current social policy does not contribute to solving urgents problems in the social and economic sphere. Surveys of Russians and research by scientists show that higher education as one of the main social lifts is becoming less accessible. The state has developed a program of concessional loans for education. However, more than a third of Russians say that they treat loans badly and will never take them. Therefore, it is proposed to partially redistribute the budget aimed at subsidizing loans, for targeted training of the population for the needs of federal, regional and local authorities. Also, the authorities need to cooperate with business and students in order to modernize the educational process and improve the quality of education. In addition to these measures, it is necessary to create and reorganize career guidance centers in the regions based on the best world and domestic practices and promote them among the population.
