Directions of perfection of organizational-economic mechanism of logistics livestock industries in terms of import on the resource markets

The results of the study of organizational and economic mechanism of material and technical support of animal husbandry are presented. The article presents an analysis of the market of agricultural machinery for livestock. The niches in which there is a dependence on foreign suppliers are defined. The economic essence of the organizational and economic mechanism of material and technical support of animal husbandry, which can be formulated as a system of organizational and economic relations between public authorities, the scientific community, financial institutions, agricultural organizations, aimed at stimulating the innovative development of agriculture, the organizational component of which is based on the creation and development of rural cooperation, strengthening the interaction of scientific organizations and economic entities, a key aspect of the economic component of the mechanism is to increase the availability of resources for agricultural organizations. Moreover, it is important that this management system is effectively implemented at the level of federal, regional and economic entities. To implement the management approach, we have justified the following stages and functions of management of the mechanism of technical modernization of agriculture at different levels. It is proved that the strengthening of the material and technical base of agricultural production is a complex issue, including both technical and technological modernization, provision of financial resources and scientific support, and without these components, dynamic and progressive development of agriculture is impossible. The organizational economic mechanism of agriculture, as a multidimensional problem includes a set of interrelated elements and mechanisms of their interaction. The proposed organizational and economic mechanism of technical modernization of agriculture provides a close relationship between public authorities (at the Federal and regional levels), science (both engineering and economic), financial institutions (banks, leasing companies, insurance companies), organizations producing agricultural machinery and equipment in Russia, as well as agricultural organizations, which are the Central element of this mechanism.
