Drug addiction in Russia in the late XX - early XXI centuries: causes of emergence and spread

The work is devoted to the analysis of the unprecedented surge in drug use in Russia at the turn of the 20 and 21 century, the reasons for the emergence of this social evil that threatens not only the health of individual citizens, their families and society as a whole, but also the national security of the state. We use the information obtained from different official sources: the UN, the health Ministry of the Russian Federation, the Federal service for control over trafficking of narcotic drugs and their precursors, the interior Ministry, replaced in recent years the above service. Provides crime statistics for 2016 compared to 2015 related to drugs and the proportion of these crimes in total crime in some regions of Russia. In addition, summarized the role of some foreign governments in the production of new Russia in narcotic drugs and psychotropic substances, which creates serious difficulties in their classification and subsequent criminal-legal qualification of producers and distributors, and to identify the specific harm caused, for example, various synthetic drugs including “spice” to their consumers.
