The problems of distribution of narcotic drugs and psychotropic substances in Russia and penal institutions are considered in the article. On the basis of the analysis of scientific literature and law enforcement practice, the general characteristics of this negative phenomenon are considered through the prism of quantitative and qualitative indicators, trends and signs inherent to the present-day drug situation.
