The people's authority and local self-government: constitutional problems of execution

The article analyzes the problems of realization of the constitutional principle of the people's authority in the sphere of local self-government, legislative change of the competence, territorial and organizational bases of local self-government, which is a consistent process of removing the population from the implementation of local government, as well as the legal positions of the Constitutional Court of the Russian Federation on these issues. The author comes to the conclusion about the virtual complete elimination of the principle of people's authority in the sphere of local self-government.
