Science Diplomacy in Crisis: Regression of Legal Mechanisms of Cooperation between Russia and the European Union

The article provides a comprehensive analysis of the international legal aspects of cooperation be-tween the Russian Federation and the European Union in the field of science, technology and innovation. Based on the study of the evolution of the regulatory framework and institutional mechanisms of interaction, the features of modern legal regulation of scientific and technical cooperation between Russia and the EU have been identified. The main forms of implementation of interstate cooperation in the scientific and technical sphere are considered, including the system of EU framework programs, bilateral agreements and specialized instruments of scientific diplomacy. The problems and contradictions in the legal regulation of scientific and technical cooperation in modern geopolitical con-ditions are revealed. The directions of improving the international legal mechanisms of cooperation between Russia and the EU are proposed, taking into account the trends of differentiation of cooperation, a paradigm shift in scientific diplomacy and the need to ensure technological sovereignty. The study is complemented by a comparative legal analysis of the regulation of cooperation in the field of science and innovation in various regional integration associa-tions, which makes it possible to identify universal and specific elements of legal regulation in this area.
