Scientific and methodological foundations of cultural policy in the system of modern Russian education

The paper is devoted to the problematic issues of the implementation of the state cultural policy in the field of education. The current modern problems of the Russian education system at its various levels are considered and analyzed. The role of culture in the preservation and reproduction of traditional civilizational values of multicultural and multinational Russian civilization, based on the experience of long-term joint historical development of the peoples of Russia, is determined. Attention is drawn to the contradictions existing in this system. They are caused by the lack of elaboration of a number of aspects that take into account the specifics of the Russian education system development. The endogenous and exogenous factors of the implementation of the state cultural policy in the process of introduction and implementation of multilevel multi-profile educational programs in the field of additional education are analyzed. These programme allows to realize the goals and objectives of early profiling of students, starting from the level of the school secondary classes. Within the framework of the state cultural policy, the Government of the Russian Federation is taking a number of measures. They are aimed at developing creativity both in the field of modern culture and in the field of education. In the field of culture, creative locations are being developed on the basis of model libraries and museums, and creative clusters are being formed that create a synergistic effect in the field of collaborations within the framework of the development of creative industries. In the field of education, creative classes are being created in secondary and senior secondary schools. They focus on the development of specialized project activities in the creative industries. Professional orientation and profiling are analogous to the art education system. They are implemented within the framework of a step-by-step educational trajectory of students, allowing them to maintain and strengthen continuity in the assimilation of specialized professional competencies. This opens up the possibility of selective selection of potential applicants for various levels of the vocational education - professionalitet in the system of secondary and higher vocational education. To solve problematic issues in the field of education, primarily, in the field of culture and the arts it is necessary to combine the traditional Russian system of fundamental theoretical training with practice. In the field of specialized professional training, practice is possible not only in the form of educational creative projects and socially significant events, but also in the format of creative industries. This will make it possible to transform educational institutions with a sociocultural profile into centers of cultural life of local communities and contribute to the development of scientific and methodological support for specialized professional activities based on real material and the development of various models of multi-channel financing of the cultural sector.
