The article present a methodology of assessment of quality and accessibility of state and municipal services, which allows to define the efficiency of the state and municipal services provided by the regional and municipal authorities and their departments to individuals and businesses by the results of the calendar year. As the main criteria of the methodology the authors chose a level of quality and accessibility of the state and municipal services and a level of consumer confidence in providers of the services.
